Waterways Development Plans
A radical change of thinking in the worldwide realm of waterhusbandry has taken place. The reasons for this are self-evident. On the one hand increased high water levels (flooding), on the other hand water-shortages (drought); together with pollution of ground waters through over-intensive land usage and erosion caused damage.

On European levels this has lead to a re-balancing of the statutes and is firmly anchored into the Guide Lines framework.

To achieve a solution for integrated water management on regional levels, that took into account all factors of ecological, economical and social nature, called for the introduction of a Water-Developments Plan (GEP). Such plans envisage the establishment of enduring water utilisation management, together with the simultaneous reduction of high water damages, through the employment of effective measures.

The EU Waters Guide Lines are to be slowly integrated into national Laws. In Germany this is being done through the Water Laws, the Environment Protection Act, the Bavarian State Land Development Acts and the "Agenda 21".

They contain the obligation for ecologically orientated care, an enduring development of (rivers and streams) watersides and preventative flood management.

In the past natural waterbeds were straightened out in land winning and flood control programmes, natural flood planes sacrificed in favour of settlement and road-ways development schemes and new farming methods.
These changes led to the loss of retention basins, accelerated water-flow rates, degeneration of bank- and river-side areas, increased erosion and loss of the natural landscape. In many cases the effects can be reversed or reduced by directly aimed re-naturing schemes

Steinbacher-CONSULT offers communities the preparation of water-development plans, in close consultation with the responsible agencies and undertake the application for, and execution of subsidising.

The picture depicts a waterway in urgent need of handling, a typical victim of the massive ‘70s land winning schemes. The EU Waterways Guide Lines are aimed at directly reversing such cases.

State Subsidisation
The responsibilities for carrying out the necessary measures are dependant upon the size of the waters. Communities are therefore responsible for care and maintenance of third class waterways. At present community districts receive a state subsidy of up to 15% for maintenance of waterways. From 01.01.2005 Waterways Maintenance Programme subsidies are only available when a Waterways Developments Plan (GEP) exists. The preparation of a GEP is 100% subsidised by the relevant agencies.

It should be the aim of every community to preserve the environment (following the ideals of "Agenda 21") for the sake of forthcoming generations. An important instrument in achieving this is a Waterways Development Plan. The Lawgivers aim being in that waterways maintenance schemes will only be financed when they are correctly projected, i.e. follow Waterways Development Plan.
