By-laws
Communal constitutions state that charges can only be levied on the basis of specific by-laws. Duties can be claimed for the development (charges) and for the use (fees) of communal infrastructures.
Fee Calculation
Fees serve for the cost coverage of permanent communal services. Most common are utilisation fees, which vary directly with the necessary economic expenses of the community.
Evaluation and Global Calculation
Communities are obliged to raise cost-covering contributions to back their investments and efforts for public installations. Precondition is the knowledge of the stock and estate values.
In a so-called global calculation all specific installations and their incurring and anticipatory costs are taken into consideration.

Building land preparations with border definitions and cost apportioning are part of communal business responsibility. They are fixed in legally binding land usage plans. Landholding rights have to be cleared.
